Zones
Delhi does not use a zone system. Unlike several other states that split rates into Zone A, B and C by city or area, the NCT publishes one uniform set of minimum wage rates that applies across the entire territory. So an establishment in any part of Delhi follows the same notified figure for a given skill category.
Variable Dearness Allowance
Variable Dearness Allowance links the cash wage to the Consumer Price Index for industrial workers, so the payable amount tracks inflation instead of staying frozen between basic-rate revisions. Delhi recalculates the VDA roughly every six months, generally effective from 1 April and 1 October, and adds it on top of the basic rate for each skill category. When CPI rises, the VDA rises and the total monthly minimum goes up. Because each revision changes the figure, the rate you quote is only valid until the next VDA notification.
